Healthcare users have the following rights:

Receive clear, concise, and timely information about their rights and responsibilities, as well as the correct way to exercise them.
Be informed of the name, last name, professional degree, and position of the healthcare staff members providing them with attention.
Receive necessary information and, based on it, give or withhold their authorization for a specific medical procedure or treatment.
Receive dignified treatment with respect, consideration, and kindness without any distinction.
Receive medical attention with due efficiency and diligence.
Be promptly attended to in emergency situations.
Be attended to punctually according to the scheduled appointment, unless justified by unforeseen circumstances or force majeure.
Refuse examination or treatment, except in exceptional or emergency situations as provided by other laws, where public health, common good, and the rights of third parties prevail.
Obtain consent from a legal representative when possible and legally relevant if the patient is unconscious or unable to express their will. If there is no legal representative and urgent medical intervention is needed, the patient's consent should be presumed unless it is obvious and beyond any doubt, based on the patient's prior expressions or convictions, that they would refuse intervention in such a situation.
Accept or reject proposals to participate in clinical research studies.
Have access to their medical record and be provided with a copy.
Receive care in a clean, safe, and comfortable environment.
Ensure the confidentiality of their medical history and all information related to their illness, except when special laws require reporting to health authorities. In cases related to education, health service users must consent to the analysis of their condition.
Decide, at their discretion, on organ donation.
Lodge complaints with the relevant health service authorities when their rights have been violated.
Use their personal effects during hospitalization, in accordance with the rules of the facility and without affecting the rights of other patients.
Receive an itemized account with an explanation of all expenses incurred in their treatment, in the case of uninsured patients seeking consultation in public services.

Provide the most complete information possible regarding their health status, previous illnesses, hospitalizations, medications, and other conditions related to their health.
Follow the instructions and orders provided by healthcare personnel appropriately.
Take responsibility for their actions or omissions when not following the instructions of their healthcare provider.
Respect the rights of health service and other service users.
Contribute in a timely manner, when resources are available, to the financing of the Republic's public health services.
Fulfill any other obligations established in other legal provisions.
